Damien Foxmoor is an Orrorshan necromancer. He has repeatedly come up against Fugitive Group C and feels a particular enmity for Holmes/Chrome/Khrom. He typically dresses in a style resembling a 19th century hunting outfit. For some time now, he has been limited to a wheel chair.
In general, his agenda seems to be simple: personal power. The first several times he was encountered, he was seeking various mystic texts and artifacts, many of which (but not all) seemed to lead up to the summoning of the demon Tchernabolg.
Possibly the most interesting element of his schemes, however, was his manipulation of the 1994 baseball season. It appears that about halfway through the season, he began using his powers to boost the St. Louis Cardinals. When they made it to the Western playoffs, he manipulated the games to ensure that it would go to seven games. The purpose of all this was to ensure that Busch Stadium would be full of people on the night of his planned summoning of Tchernabolg, giving him a large concentration of potential victims in one prepared place.
Unfortunately for him, Fugitive Group C proved too much for him in that encounter, with Chrome ultimately shooting him in the back. This infuriated him, and after destroying all the bones in Chrome's arms, he was forced to flee, swearing vengeance upon Chrome.
He was next encountered in Guatemala, where zombies under his command were tearing apart native villages in the search for something. The group finally destroyed his zombies, but Foxmoor escaped unharmed, after cutting off Chrome's nose and collecting a sample of his blood.
The next encouter was in the empty home of Ambrose, shortly after his kidnapping by Alianora. Again, he seems to have been seeking something in the books there. The group also learned he had been similarly searching in the British Museum.
The next encounter was in the castle of Uthorion, where, yet again, he was searching through the volumes of arcane lore there. He barely escaped the wrath of Chrome, who threw a grenade after him as he escaped through a portal. This severely wounded him, restricting him to a wheelchair.
After taunting Chrome long-distance, the group tracked him to St. Louis, where Chrome attempted to invoke a reality storm and transform him; the result was to transform Chrome into Khrom. Damien attempted to sacrifice the audience of the seventh game of the Western baseball playoffs, but was stopped by Fugitive Group C. He then proceeded to summon the demon Tchernabolg through a gate he opened in the St. Louis Arch, but it was driven back (and the Arch destroyed) and he was forced to flee for his life.
One of his most potent weapons was an ivory wand he could use to control people's bones, whether to lock them in place, move them at his command, or break them. In the battle in St. Louis, the wand was captured by Khrom who used it to paralyze Damien (though Damien escaped). The wand was subsequently destroyed.
Another potent ability of Damien's is the ability to project himself into the zombies he animates; when he does this, the zombie takes on his appearance, although it is not limited by his true body's infirmity.
He is known to posess a mysterious mesoamerican artifact known as the Crystal Skull.
