Victor Kingman was a fairly powerful vampire from Orrorsh. When the group first encountered him, he was running a private little kingdom on Christmas Island, Indonesia. There, he kidnapped many of the natives and put them into strange occult machinery of his, draining their life-force, for purposes known only to him.
After Fugitive Group C were stranded on Christmas Island, Dr. Wilhelm Marlen was kidnapped by one of Kingman's servants, and they tracked it back to his manor. There, they confronted Kingman in an extremely drawn-out battle, unable to hurt him until they realized magic would be necessary; fortunately, they had some short blades that had been lightly enchanted. Finally driving him off, they barely escaped from the collapsing manor.
Much later, while seeking the Forever City, they began to be plagued by strange dreams and kept noticing a strange rat apparently following them around. This, they later found to be due to Kingman, who confronted them with zombies in the Forever Cities--zombies of their friends who had died on Christmas Island, like Grimbeard the Dwarf, the Marlens, and , and even H'hodaraak Phaa, who had died in Aysle. In the end, Isa Tharend sacrificed herself to kill Kingman.
But Kingman was not truly gone: he was reincarnated in the body of a young woman, going by the name of Lorna Colton. He/she was assigned to investigate a Horror that had appeared in Loch Ness. Later, Fugitive Group C found him/her there. In the final battle, Ta'eesh was told the secret to Kingman's Final Death by Umbras, and the rite was performed, destroying Kingman for good.
