Dr. Mobius is the High Lord of the Nile Empire, and as such, effective ruler of much of northeastern Africa.
Once a criminal mastermind on Terra, he claims to have been a Pharoah of ancient Egypt, a claim which is somewhat borne out by the memories of Mike Robinson.
He is possibly the most public of the invading High Lords; he has held a number of press conferences. Nearly invariably, these begin with him sounding like a reasonable man, but when his statements are questioned, he dissolves rapidly into megalomaniacal shouting.
He developed a special hatred for Fugitive Group C after they foiled a number of his plans. Towards the end of the war, he developed one final scheme, by which he would conquer the other High Lords in one fell swoop. When FGC defeated him, he was drawn into the Void and has not been heard from since.
