Jacques LeMort is a man of mystery, about whom almost nothing is known for certain. It's almost certain that that isn't even his real name (at least, one would hope not).
What is known is this: Jacques is affiliated with the French Resistance, who needed someone to infiltrate CyberChurch facilities. To help with this Jacques was fitted with a unique set of cyberware, that allows him to alter his facial features, skin color, eye color, height (within reason), voice, and so on. He has become very skilled with this equipment and can mimic wonderfully anyone he can observe.
On one mission, he was sent to infiltrate the Cyberpope's palace in Avignon, posing as Cardinal DesChamps, who had been captured by the Resistance. Before he could accomplish much, however, Fugitive Group C stormed the palace and ended up killing the CyberPope. Recognizing a true opportunity, Jacques had helped them do so, and needed to clear out in a hurry, and so accompanied them when they left France.
He had an unfortunate accident at one point and fell through a portal, landing two months into the future. He has recently begun an odd relationship of some sort with Queen of the Royal Flush Gang.
